Ocean Partners Consulting is an ecommerce growth agency in Dubai, with a second team in Barcelona. We build and run one system for Shopify brands in the UAE and the GCC: Meta, Google and marketplace ads, server-side tracking, Klaviyo and WhatsApp retention, COD confirmation and an AI customer service agent, measured by revenue per dirham of ad spend and contribution margin.
Why Gulf ecommerce brands stall
The UAE is a large and growing online market: according to WAM, citing EZDubai and Euromonitor, ecommerce reached AED 32.3 billion in 2024. Growth is not the problem for most brands. Keeping the margin is. The usual symptoms:
- Meta spend stays flat or rises while sales do not, and the reflex is to raise budgets again.
- Shopify shows one number of orders, Meta and Google each claim most of them, and nobody trusts any report.
- A meaningful share of cash-on-delivery orders are refused or fail at the door, and the courier is paid twice.
- Customer service is flooded on WhatsApp and Instagram during Ramadan, White Friday and seasonal sales, mostly with “where is my order?”.
- Email and WhatsApp are used for broadcasts with a discount, not for automated flows that bring customers back.
Industry sources estimate that COD still accounts for around 30% of online orders in the UAE, even though cash is a small share of total value (industry estimate). Treat that as an order of magnitude, not an official statistic; what matters is your own refusal rate, which the audit measures.
The five-layer ecommerce growth system
In most Gulf brands this work is split between a social media agency, a Shopify developer, a freelancer for email and a customer service team on WhatsApp. We build it as one system.
1. Acquire
Meta Ads and Google Ads (Shopping, Performance Max and Search) optimised for new customers rather than any purchase. A product feed with labels for margin, stock and season, so spend goes to products that make money. Marketplace ads on Noon and Amazon.ae where they make sense. And a steady flow of new ad creatives.
2. Measure
Meta Conversions API on the server with deduplication, Google enhanced conversions and GA4 with server-side tagging. A post-purchase survey (“how did you hear about us?”) gives a second view that does not depend on any platform.
3. Retain
A suite of Klaviyo flows by segment: welcome, browse and cart abandonment, checkout, post-purchase, replenishment, win-back and VIP. Email, SMS and WhatsApp campaigns sent only with opt-in, and segmentation by recency, frequency and value.
4. Serve
An AI agent on your website, email and WhatsApp, in Arabic and English, connected to Shopify and your courier. It answers order status, returns, exchanges and FAQs, and hands over to your team when judgement is needed. For COD orders, a WhatsApp flow confirms the order and the address before dispatch.
5. Decide
One dashboard with Shopify as the source of truth: total revenue against total ad spend, cost per new customer, contribution margin after ads, lifetime value by cohort, COD confirmation and return-to-origin rates, and the share of enquiries resolved by the AI.
One owner, one number
When three suppliers share a store, each one defends its own attribution. With one system the conversation changes: how much revenue did each dirham of ad spend produce, what did each new customer cost, and how much margin is left after ads and failed deliveries? If a layer underperforms, the same team that built it fixes it.
Klaviyo, HubSpot and the CRM you already use
We are a Klaviyo partner and a HubSpot partner. For direct-to-consumer brands, Klaviyo is usually the customer database for retention, because it works natively with purchase events and product catalogues. HubSpot is our standard CRM when there is a wholesale, distributor or B2B channel, or high-ticket products sold with advice. If you already work with another CRM or a WhatsApp platform, we build on top of it.
European brands entering the Gulf
With teams in Barcelona and Dubai, we help European and Spanish brands launch in the UAE and the wider GCC: Shopify Markets or a dedicated store, Arabic content, AED pricing, Tabby and Tamara, local delivery and COD, WhatsApp as a sales and service channel, and campaigns built for Gulf seasons such as Ramadan and White Friday. Data is handled to European standards from day one.
Who it’s for
- UAE and GCC direct-to-consumer brands in fashion and modest wear, fragrance and oud, beauty, jewellery and home, selling on Shopify and relying on Instagram, WhatsApp and COD.
- European brands entering the Gulf that need a localised store, payments and campaigns, and a partner on the ground.
- Regional retailers with their own online store and a presence on Noon or Amazon.ae.
You are likely to be a good fit if you sell your own products with healthy gross margins, spend at least around AED 12,000 a month on ads or plan to, and want to measure growth by margin rather than platform metrics. We are not the right partner for unbranded dropshipping, for sellers without a store, or for restricted categories such as vaping, CBD or weapons. Supplements and sports nutrition are covered by a separate offer.
Compliance in the UAE
Selling online in the UAE comes with clear obligations, and we build them into the system:
- Ecommerce law. Federal Decree-Law No. 14 of 2023 requires price transparency, including delivery and payment fees, detailed invoices, a complaints channel and a marketing opt-out. Cabinet Decision No. 200 of 2025 sets fines from AED 500 to AED 100,000.
- Arabic. UAE consumer protection rules require product information in Arabic.
- Data. Consent and processing records follow the UAE PDPL, using GDPR as our reference standard.
- Creators. Since 2025 the UAE Media Council requires an advertiser permit for people publishing promotional content, so we check the permit of any creator whose content we use in ads.
- WhatsApp. Marketing messages only with explicit opt-in, and an easy opt-out.
We are not lawyers and this is not legal advice. Licences and final compliance decisions remain with your business and your advisers.

What we don’t do
- We don’t guarantee ROAS or sales. We measure and report the same indicators every week or month.
- We don’t sell social media as the core service. It is an optional add-on.
- We don’t handle delivery, warehousing or cash collection.
- We don’t work with unbranded dropshipping or restricted categories.
- We don’t replace your legal advisers.
How an engagement runs
- Audit (two weeks). We reconcile Shopify orders with Meta, Google and GA4, review accounts, feed, flows and a sample of customer enquiries, and measure your COD refusal rate and contribution margin.
- Setup (four to six weeks). We build the tracking layer, restructure accounts, fix the feed, launch the core flows, the AI agent and COD confirmation, and deliver the dashboard.
- Monthly plan. We run ads, retention and customer service, with reporting built around revenue per dirham of ad spend, new customers and margin.
Next step
Book the margin and growth audit. In two weeks you will know how many of your orders Meta and GA4 actually see, how much revenue your flows leave on the table and what we would fix first. If you sign the setup within 30 days, the audit fee is deducted in full.
