Real estate marketing agency in Dubai that turns portal leads into viewings

You already pay Property Finder, Bayut and Meta for every lead. We build the system that answers it in under a minute, routes it to the right agent and tracks it to the viewing and the booking, with one team accountable.

Ocean Partners Consulting is a real estate marketing agency in Dubai, with operations in Barcelona and Dubai. We build one system for brokerages and off-plan developers: every lead from Property Finder, Bayut, dubizzle, Meta and Google answered in under a minute, routed to the right agent and followed up to the viewing. Success is measured in cost per viewing and bookings, not in lead volume.

Why paid leads go cold in Dubai brokerages

Dubai has no shortage of demand or competition. The Dubai Land Department reported 9,785 registered brokerage offices and 32,294 registered brokers at the end of 2025, according to Gulf News. When a buyer enquires on three listings, the first useful reply often wins the viewing. The usual symptoms:

  • A Bayut lead arrives at 22:40 and nobody writes back until 10:00, after the buyer has spoken to three other brokers.
  • Portal leads land in agents’ inboxes or personal apps, with no routing rules and no response-time target.
  • Conversations live on agents’ personal WhatsApp, and when an agent leaves, the pipeline leaves too.
  • You know how many leads came in, but not which portal, campaign or agent produced viewings and bookings.
  • Every campaign raises the same permit question, and nobody owns the answer.

Speed matters. A study published in Harvard Business Review found that contacting a web lead within five minutes, rather than 30, made it around 21 times more likely to be qualified. It is a general sales benchmark, not Dubai property data, but the logic holds on every portal.

Portals measure it too. At the time of writing, Property Finder’s published SuperAgent criteria include replying to WhatsApp leads within two hours and a response rate above 80%, and Bayut’s Responsive Broker badge requires at least a 70% response rate. Both portals can change these criteria.

The five-layer lead-to-viewing system

1. Attract

Meta and Google Ads per project, community or source market, not “for the agency”: one campaign for UK investors looking at off-plan in Dubai Creek Harbour, another for GCC end users in Dubai Hills. Each has its own permitted landing page and creatives, produced to fit the project with whatever it needs: AI, UGC, video production or design.

2. Respond

An AI agent on WhatsApp Business and your website replies in under a minute, 24/7, in the buyer’s language. It introduces itself as an AI assistant, asks three or four qualifying questions (budget, timeline, cash or mortgage, residency), proposes a viewing or video call and hands over to the agent with a summary in the CRM.

3. Convert

Leads from every portal, Meta, Google and your website land in one CRM, deduplicated by phone number. Routing follows rules by area, language and budget, with round-robin, response-time alerts and automatic reassignment. The pipeline reflects real stages: contacted, qualified, viewing, EOI or booking, SPA.

4. Follow up

Sequences for buyers who stop replying, miss a viewing or view without deciding. For developers, launch funnels with registration, reminders, QR check-in and follow-up within 24 hours of the event.

5. Measure

One dashboard with median and 90th-percentile response time, share of leads answered within five minutes, cost per qualified lead, cost per viewing and attribution to booking. Viewings and bookings are sent back to Meta and Google as offline conversions, so campaigns learn to find buyers rather than cheap form fills.

It works with your CRM and portals

HubSpot is our default, as an official HubSpot partner. We also build on top of PropSpace, Goyzer or Zoho if that is what your team already uses, and we offer Ocean Platform, a lighter white-label CRM, from AED 500 a month. We connect Property Finder, Bayut and dubizzle with Meta Lead Ads, Google and your website. Where a portal offers no API for a lead type, we parse the lead notification email; the audit confirms which route applies.

WhatsApp moves to the WhatsApp Business API on company numbers with a shared inbox. Agents keep working in WhatsApp, but the history stays with the business.

One owner for the result

Portals sell visibility, CRMs sell licences and lead-generation agencies sell leads. Nobody owns the stretch between “the lead arrives” and “viewing confirmed”, which is where the money is lost. We take responsibility for that stretch: campaigns, AI agent, CRM and measurement run by one team, reported against the same indicators every month.

Who it’s for

  • Mid-sized brokerages with 10 to 80 agents, a mix of resale and off-plan, annual Property Finder and Bayut contracts and several hundred leads a month.
  • Tier 2 and 3 off-plan developers with one to five active projects, selling through broker networks and their own campaigns in India, the UK and the GCC.
  • Luxury and international investor desks with fewer, higher-value leads and buyers in several languages.

You are likely to be a good fit if you have at least five agents, are willing to centralise leads and move to company WhatsApp numbers, and want to measure cost per viewing rather than lead count. If you only handle rentals, or expect guaranteed leads at a fixed price, we are not the right partner.

Ad spend is paid directly by you; we recommend at least AED 10,000 a month for Capture. Full details are on the real estate marketing pricing page.

Compliance is part of the build

  • Advertising permits. Real estate ads in Dubai need a DLD permit through Trakheesi (AED 1,000 per permit, AED 5,000 for launches), and the DLD has fined companies for breaches, with progressive fines starting at AED 50,000. Every listing and campaign in the CRM carries its permit number and Madmoun QR code; nothing is published without them.
  • Off-plan. Campaigns only run for registered projects with the required DLD authorisation.
  • Telemarketing. Cabinet Resolution 56 of 2024 requires prior approval, company numbers, permitted calling hours and DNCR checks. We prioritise opted-in WhatsApp and record consent in the CRM.
  • Data protection. Consent and purpose are recorded under the UAE PDPL, and we sign a data processing agreement.
  • AI transparency. The agent always identifies itself as AI.

We are not lawyers and this is not legal advice. Permits remain the responsibility of the brokerage or developer; your lawyer validates the checklists.

What we don’t do

  • We don’t sell leads or guaranteed appointments; the system and the data are yours.
  • We don’t guarantee sales, cost per lead or lead volume.
  • We don’t buy databases or run cold calling campaigns.
  • We don’t give legal, tax or visa advice, and neither does the AI agent.
  • We don’t sell social media as the core service; organic content is an optional extra.

How an engagement runs

  1. Audit (two weeks). We enquire on your listings as real buyers, benchmark three competitors, review your CRM and permits, and calculate cost per viewing.
  2. Setup (four to six weeks). We build the CRM or the layer on top of yours, integrations, WhatsApp, the AI agent, routing, the permits module and the dashboard, and train your team.
  3. Monthly plan. We run and improve the system and report response time, cost per viewing and attributed bookings.

Next step

Book the Lead-to-Viewing Audit. In two weeks you will know how fast your team really answers, how many paid leads go cold and what fixing it would cost. If you sign the setup within 30 days, the AED 5,000 is deducted in full.

What brokerages and developers ask before we start.

How much does it cost to work with Ocean as a real estate marketing agency in Dubai?
Engagements start with the Lead-to-Viewing Audit at AED 5,000, deductible from the setup. The setup starts from AED 17,500, or AED 30,000 for developers with a launch. Monthly plans start from AED 2,900 (Automate), AED 6,900 (Capture, recommended) and AED 11,500 (Scale). These are reference prices that we adapt after the audit. All exclude VAT and ad spend.
Do we have to replace PropSpace, Goyzer or our current CRM?
No. HubSpot is our default, as an official HubSpot partner, but we also build on top of the CRM you already use. Your CRM keeps managing listings and portal syndication, while we add lead routing, the AI agent, response alerts and attribution. Migrating to HubSpot is optional and only recommended when it clearly pays off.
Will an AI agent put off high-value buyers?
The AI agent only handles the first response, basic qualification and the viewing proposal. It introduces itself as an AI assistant in the first message and hands the conversation to a human agent as soon as the buyer asks or is qualified. We track the handover rate and the time it takes for a buyer to reach a person.
Does this help with SuperAgent and TruBroker badges?
Both portals reward responsiveness, so faster and more consistent replies help. We report response time and response rate per agent and per portal every month, and reassign leads automatically when nobody answers. The badge criteria belong to Property Finder and Bayut and can change, so we cannot guarantee a badge, only the responsiveness behind it.
How do you handle Trakheesi permits and telemarketing rules?
Compliance is built into the workflow. No listing, landing page or campaign goes live without a linked DLD permit number and Madmoun QR code, and outreach prioritises opted-in WhatsApp from company numbers. Permits and approvals remain the responsibility of the brokerage or developer, and we do not give legal advice; your lawyer validates the checklists.
Do you guarantee leads or sales?
No. Pay-per-lead and guaranteed-appointment models exist, but the data and the process usually stay with the provider. We measure and report response time, cost per qualified lead, cost per viewing and attributed bookings every month, so you can judge the return yourself. The ad accounts, WhatsApp numbers, CRM and data always belong to you.
Is there a long-term contract?
Monthly plans have a three-month minimum, because campaigns and automations need that long to produce reliable data. After that they run month to month with 30 days' notice. The audit and the setup are one-off projects with a fixed scope agreed in writing before work starts.
