Ocean Partners Consulting is a supplement marketing agency in Dubai, operating from Barcelona and Dubai. We build one system for supplement brands and distributors in the UAE: a claims library per product and market, Meta and Google Ads, subscription retention, a HubSpot pipeline for pharmacies and gyms, and an AI agent with health guardrails. Success is measured in margin and retention, not reach.
Why Dubai, and why it is harder than it looks
For many supplement businesses the UAE is the gateway to the Gulf. Grand View Research estimates the GCC dietary supplements market at USD 1.72 billion in 2024 (a third-party estimate, not our data). Published figures for the UAE alone vary widely depending on the source, so we do not build plans on any single number. What is clear on the ground is the retail density: the Dubai Health Authority reported 1,473 licensed pharmacies in the emirate, alongside gyms, clinics, Amazon.ae and noon.
The opportunity comes with friction that most growth agencies are not set up for:
- Registration comes before advertising. Dubai Municipality’s guidelines require health supplements to be registered before they are imported, sold or advertised in Dubai. Campaigns planned before registration is in place are budget you cannot use.
- Claims do not travel. A claim that is authorised in Europe may not be acceptable in Dubai, and vice versa.
- Distributor sales run on WhatsApp. Pharmacy and gym orders arrive on a sales rep’s phone, and nobody knows which account is overdue for a restock.
- Platforms are cautious with health. Meta and Google reject supplement ads that imply curing or preventing disease, and Meta limits purchase events on domains it classifies as health and wellness, as Digiday reported in 2025.
- Subscribers leave early. According to Recharge, around 61% of voluntary subscription cancellations happen at the first two renewals.
- Creators need permits. Since 1 February 2026, anyone publishing advertising content on social media from the UAE needs an advertiser permit from the National Media Authority.
The supplement growth system
Six connected parts, all drawing on the same claims library, so the advert, the email, the creator brief and the AI agent say the same thing.
1. Claims library per SKU and market
For each product we record which claims it may use in each market. In the UAE, copy is checked against the list of prohibited claims in Dubai Municipality’s guidelines; in Europe, against the EU list of authorised claims. Your regulatory lead, registration agent or an external regulatory partner validates the library before it goes live. Copy is prepared in English and, where needed, Arabic.
2. Attract
Meta and Google Ads (Search and Shopping or Performance Max), adult-only targeting and creatives reviewed against the library before launch. Creative production is shaped around what your brand needs: we have the resources for AI, UGC, production and design. Tracking runs server-side, with no health terms in URLs or parameters.
3. Respond
An AI agent on WhatsApp, Instagram and your website. It answers from the product sheet, the label and the claims library, always hands over on pregnancy, medication, illness or children, and manages orders and subscriptions through the API. In a market that buys on WhatsApp, this is often the first layer to pay back.
4. Retain
On Recharge, Skio or Loop, with Klaviyo and WhatsApp, we build 90-day flows: onboarding with realistic expectations, routine reminders, a pre-charge notice with skip, delay or swap options, failed-payment recovery and a cancellation flow with alternatives. Ocean is a Klaviyo partner.
5. Sell to the trade
In HubSpot, where Ocean is a partner, we organise pharmacies, gyms, clinics and nutritionists as accounts, with a pipeline for samples and new listings, restock alerts based on each account’s usual ordering cadence and a WhatsApp agent for reorders. If you already run another CRM, we work on top of it.
6. Measure
One dashboard with MER, new-customer acquisition cost, LTV:CAC at 90 and 180 days, churn by renewal, ad rejection rate and contribution margin by channel: direct, subscription, Amazon.ae and noon, pharmacy and gym.
UAE rules that shape supplement marketing
This section summarises public sources. It is not legal or regulatory advice.
Dubai Municipality. The Technical Guidelines for Health Supplements (version 2, 2024) set out registration through the Montaji platform and include an annex of claims that health supplements cannot make, covering areas such as cardiovascular health, cholesterol, diabetes and thyroid function.
Federal level. The Emirates Drug Establishment, established in September 2023, is the federal authority for medical and pharmaceutical products, and a new federal law on medical products took effect in January 2025. Depending on how a product and its claims are classified, it may fall under a different route from Dubai Municipality, and responsibilities between authorities have been changing. We therefore never assume a registration route: your registration agent confirms it with the relevant authority, product by product.
Advertising. Where a product is treated as a medical product, the EDE issues advertising licences. Creators need the NMA advertiser permit, which we check before any collaboration is paid.
Data. Federal Decree-Law No. 45 of 2021 governs personal data. We collect only what marketing needs, with consent, and never send health information to ad platforms.
Our operating rule: no SKU goes into a campaign until its registration is in place. Ocean applies validated claims; it does not file registrations.
Who it’s for
- Licensed distributors and importers with registered SKUs, a network of pharmacies and gyms, a presence on Amazon.ae or noon, and a sales team that works on WhatsApp.
- European brands entering the UAE and the GCC, especially from Spain, where our Barcelona team works with the same claims library on the European side.
- Established UAE brands selling direct and through marketplaces, with enough scale to invest at least AED 12,000 a month in advertising.
You are a good fit if you accept that every claim goes through the library before publication, and you want one partner accountable for acquisition, retention and the trade channel.
What we don’t do
- We don’t work with miracle weight-loss products, sexual enhancement, CBD or multi-level marketing.
- We don’t use unapproved claims or promise health outcomes.
- We don’t file registrations or give legal advice.
- We don’t guarantee ROAS or ad approval by Meta or Google.
- We don’t sell organic social media as the core service; it is an optional extra.
